Guide for Aliens Applying for Residence Permit

I. Application conditions:
(I) The following aliens holding visas with initials Z, X and J-1 may apply for residence permit (including postponement, extension and change of residence) in the city:
1. Employed people and their spouses, parents and minor children;
2. People studying in the city;
3. Resident correspondents and their spouses, parents and minor children;
4. High-caliber talents and investors:
(1) Senior advisors invited (engaged) by provincial (ministerial) government organizations and high-tech and high-caliber executives executing national and provincial (ministerial) technological cooperation projects, key engineering agreements and talent exchange projects signed between central or local governments and foreign countries;
(2) People making significant or special contributions to the state and the society and people executing intergovernmental non-reimbursable assistance agreements;
(3) Academic and research leaders engaged by national and provincial (ministerial) research institutes and key tertiary institutions, and academic and research professionals holding the title of associate professor or associate research fellow or above or enjoying the same treatment engaged by the relevant entities;
(4) Senior executives and important professional and technical personnel serving as deputy general manager or above or enjoying the same treatment in enterprises and public institutions;
(5) Expatriate Chinese winning important international scientific awards and other distinguished and important expatriate Chinese;
(6) People investing US$3,000,000 or more in the province and executives and professional and technical personnel sent to China by foreign enterprises or other economic organizations meeting the above conditions;
(7) Spouses and minor children of people specified in (1) – (6) above. 
5. People coming to China in accordance with visa exemption agreement but needing to stay longer than the visa exemption period (excluding accompanying children, parents, parents-in-law and cohabitants of staff of embassies and consulates in China and representative offices of international organizations in China, their non-immediate relatives approved by the Protocol Department of the Ministry of Foreign Affairs, UN officials and government officials coming to work in China on a long-term basis for execution of China aid projects of the United Nations or in accordance with intergovernmental agreements, their accompanying dependents, and other people coming to China for official purposes);
(II) The following aliens holding visas with initials L, F and J-2 may apply for residence permit: 
1. People applying for residence permit after coming to China in accordance with visa exemption agreement (people not holding ordinary passport but applying for residence permit for study purpose are required to change for an ordinary passport before applying for residence permit)
2. People holding visas with initials L and F and applying for residence permit for study in China;
3. Chief representatives and representatives of Chinese offices of foreign enterprises, foreign investors and legal representatives of foreign-funded enterprises, foreign senior executives and technical professionals engaged by state-owned, foreign-funded and private enterprises, and employed people coming to China for profit-making art performances, and their accompanying dependents, holding visas with initials L and F and applying for residence permit;
4. Resident correspondents holding visas with initial J-2 and applying for residence permit. 
II. Application procedure 
Aliens shall apply to the Certificate Transaction Office of Division of Exit-entry Administration of Shenzhen Public Security Bureau for residence permit. The entities the aliens work in or the schools they study in can apply for residence permit on behalf of the aliens, but if it is the first time for the aliens to apply for residence permit, they shall make application personally. As for the application made by their entities or schools, the handling authority can require interviewing the applicants if necessary and make inquiries. 
III. Application materials 
(I) Fill completely in Visa and Residence Permit Application Form and attach one recently taken two-inch half-length, bareheaded and full-faced color photo with blue background to the form, and submit Visa Photo Receipt of Aliens in Guangdong Province networked with the Photo Inspection Center of Provincial Office;
(II) Submit valid international travel certificates, including the originals and copies of certificates such as ordinary passports for diplomatic and official purposes; 
(III) Submit Registration Form of Temporary Residence for Visitors issued by the police station at the temporary residence in Shenzhen or by hotels which have been networked with public security organs
(IV) Submit originals and copies (When applying for valid residence permit with one-year validity term for the first time after their entry into China, the aliens aged 18 or above shall provide their health certificates) of valid health certificates issued by health and quarantine organs; 
(V) Submit vocational visa, notice about application for residence permit and records of talks;
(VI) Certificates relating to the application reasons: 
1. Employed people shall submit Alien Employment Permit, Foreign Experts Certificate, Work Certificate for a Foreigner Engaged in Off-Shore Petroleum Business in the People's Republic of China, copies (originals) of the documents approving aliens' performances by Ministry of Culture or Department of Culture authorized by Ministry of Culture in all provinces, autonomous regions and municipalities directly under the Central Government and official letters of the entities they work in. The resident representatives of Chinese offices of foreign enterprises shall submit copies (originals) of Registration Certificate of Resident Representative Offices of Foreign (Area) Enterprises and Work Permit of Resident Representative Offices of Foreign (Area) Enterprises. Meanwhile, the employed people include investors, corporate representatives and other employed people in China who apply for residence permit with two-year validity term. 
2. People studying in the city shall submit Table JW201 or Table JW202, copies (originals) of Admission Letter and official letters with period of schooling issued by schools (the schools shall have relevant qualifications to enrol foreign primary and secondary school students) the aliens study in; 
3. Resident correspondents shall submit copies (originals) of their correspondent cards or official letters issued by Information Department of Ministry of Foreign Affairs or Foreign Affairs Offices of the people’s governments of the provinces, autonomous regions, or municipalities directly under the Central Government; 
4. High-caliber talents shall submit copies of certificates such as Foreign Experts Certificate or Alien Employment Permit and official letters of senior authorized organizations; 
5. Investors shall submit copies (originals) of relevant certificates such as approval letters of foreign investment enterprises and business licenses; 
6. People coming to China in accordance with visa exemption agreement but needing to stay longer than the visa exemption period shall submit relevant certificates; 
7. The spouses, parents and minor children of people specified in 1 and 3 above, and the spouses and minor children of people specified in 4 and 5 above shall not only submit materials according to the aforesaid regulations, but also submit the following materials: 
(1) Certificates of family relationship: their parents shall submit certificates of family relationship, spouses shall submit marriage certificates or certificates of conjugal relation and their minor children shall provide birth certificates; 
(2) If they do not apply for residence permit with people specified in 1, 3, 4 or 5 above at the same time, they shall submit copies and originals of residence permit and passports of the aforesaid people; 
8. Besides submitting materials according to the aforesaid regulations, people holding new passports shall provide the following materials when applying for residence permit: 
(1) Those who obtain new passports for the loss of their original passports shall submit relevant loss-reporting certificates issued by public security organs, notes of foreign consulates and embassies in China or other certificates; 
(2) Those who obtain new passports because their passports are about to expire or there is no blank page for visa shall submit their passports held by them while entering China this time; 
(3) The birth certificates of the foreign infants born in China with an independent passport and the copies or originals of their parents’ passports shall be submitted. 
(VII) As for the application for residence permit gone through by entities or schools by proxy, the official letters of the entities the aliens work in or the schools the aliens study in shall be submitted. 
(VIII) Relevant certificates which shall be submitted according to the requirements of the public security organs
Please fill in the application form in black or bluish black ink. A4 paper is required in the submitted copies and the aforesaid application materials shall be bound in sequence. 
IV. Processing time 
Five workdays.

(I) According to Article 26 of Law of the People's Republic of China on Control of the Entry and Exit of Aliens: The authorities handling aliens' applications for entry, transit, residence and travel shall have the power to refuse to issue visas and certificates.
