—— Cyber police detachment goes all out to carry out propaganda and prevention aiming at combating cyber fraud

　　Currently, as cyber fraud comes out one after another, and fraud information are still popular even under prohibition, the cyber police detachment of the Bureau, proceeding from improving netizens’ awareness of guarding against cyber fraud and compressing the living space of cyber fraud information, fully mobilized the initiatives of cyber staff and security department of the industry, and launched propaganda and education, inspection and regulation in an all-round way and from various channels. Since May, the cyber police detachment has delivered 180 million prompt pages of preventing fraud through internet, removed 245 fraud websites, filtered and blockaded over 9,800 fraud information. According to the statistics, the cases of cyber fraud received from July to September reduced by 16.2% comparing with the same period last year, indicating the obvious propaganda effect.
　　I. Deliver “gentle reminders of cyber policemen of Shenzhen”. The cyber police detachment summed up and refined the five categories of cyber frauds commonly found in the society, edited them as “gentle reminders of cyber policemen of Shenzhen”, and delivered the reminders to the netizens of Shenzhen through various internet operating unites and internet bars. First, advocate putting the articles of “disclosing fraud means” at the top, direct various websites and BBS like Tencent, Thunder and Oeeee of Shenzhen to putting the articles of “preventing fraud” at the top, disclose the fraud means through popup webpage, e-mail, etc., and at the same time paste gentle reminders at the full position of 957 internet bars of Shenzhen, or deliver through client-side desktop. Second, relying on the log in platform of ADSL of China Telecom, deliver cyber police box of Shenzhen Public Security Bureau to 1.05 million ADSL users of Shenzhen at the frequency of delivering to 50,000 users every three days. At present, there are 350,000 ADSL users having received prompt pages. Third, fix the propaganda mechanism of cyber message. Up to now, 37,215 gentle reminders have been sent to friends of “Jingjing and Chacha” of Shenzhen irregularly through the online handy help workroom of Shenzhen Public Security Bureau, contributing greatly to improving the netizens’ ability of guarding against fraud.
　　II. Organize propaganda and education on fraud prevention through “remarks from internet”. To arise the enthusiasm of netizens to understand and disclose cyber frauds, the cyber police detachment has worked together with various portal sites of Shenzhen to produce special propaganda film of “preventing cyber fraud” in the form of “remarks from internet”. For example, assist Oeeee in producing “chain broadcast of frauds” video to attract the netizens, assist SZ.net in producing the educational case of “three steps of cyber frauds” to explain the fraud means commonly found, and assist Tencent in producing the webgame of “fight fraud with fraud” to attract the comments of netizens. The new form of propaganda and education on prevention enables the netizens to have a more direct understanding about cyber fraud means, and improved their abilities of identifying the cyber frauds.
　　III. Launch “questionnaire survey on cyber frauds”. The cyber police detachment has organized policemen to elaborately set 21 questions about cyber frauds, and carried out online questionnaire survey in order to improve the netizens’ ability of guarding against fraud. During the activity, 620,000 person/times netizens read the “questionnaire survey on prevention of cyber frauds”, and 1,690 netizens answered the questions. The survey data indicates that 22% of the netizens often encounter fraud, 56% of the netizens encounter fraud occasionally, and 91% of the netizens think that it is necessary to assign more policemen to engage in combating cyber crimes. The netizens also commented that the activity may enable them to have a general knowledge about cyber fraud, and is helpful for improving their awareness of guarding against cyber fraud.
　　IV. Rectify fraudulent websites and fraudulent information at the very source. In light of rampant fraudulent information on the internet, the cyber police detachment took measures like closing fraudulent websites and filtering key words to block the transmission channels of the fraudulent information at the very source. First, conducted the examination work of suspected fraudulent websites by directing 70 internet data centers in Shenzhen to expel bad users and enhance access threshold; up to now, 245 suspected fraudulent websites in Shenzhen have been expelled. Second, directed all websites in the city to adopt the work mode combining technology and manual work and the “examination first and issue second” procedure to set the first barrier for issuing information through network prevention technology; and then, conducted manual examination for the fraudulent information that broke through the technological barrier to ensure no error. Up to now, 98,000 pieces of various network fraudulent information and 4,000 pieces of mobile phone WAP fraudulent information have been filtered and blocked, which has effectively controlled the transmission of the fraudulent information in Shenzhen.
