- Special police detachment maintaining stability and handling contingencies in Xinjiang
Shenzhen’s Xinjiang-aiding special police detachment has been executing in style the tasks of maintaining stability and handling contingencies in Urumqi since 8 July, fully demonstrating their readiness to endure, fight, contribute and die. By 26 July, the detachment assigned 3,919 person/times and interrogated 6,483 suspects; helped handle 7 contingencies, execute 5 examination tasks, seized 48 criminal suspects, including 34 suspects engaged in beating, smashing, looting and burning, 12 suspects engaged in gang wars and 2 suspects engaged in attacking residential areas; seized 2 replica guns and over 30 bullets, 124 iron rods, 39 wooden rods, 86 contraband knives; served the public for 31 times, settled 35 disputes and rescued 5 besieged people. The garrison district of the detachment is stable in general and has recorded no major armed fighting or mass event, and the work and life of the public have basically returned to normal.
I. Leaders at various levels attached great importance and the special police arrived at the mission area at the first time. Upon receipt of an emergency notice from the upper authority on 7 July, Vice Mayor and Public Security Director Li Ming quickly ordered the special police detachment head Lu Zhiwen to gather, deploy and prepare the participating special policemen and directed the headquarters of Shenzhen Public Security Bureau and Logistic Support Department to hold an emergency meeting with the special detachment to arrange personnel, equipment and materials. All preparations were completed at 2 a.m. on 8 July, and the 210 participating policemen flew to Urumqi. Bai Tian, Deputy municipal CPC Secretary and Secretary of Shenzhen Political and Judiciary Committee, delivered a farewell speech to the participants, and Vice Mayor and Public Security Director Li Ming and officials of Shenzhen Public Security Bureau including Wang Jianping, Yu Xinguo and Ren Jiguang saw them off at the airport. The policemen arrived at Urumqi Airport at 7 the same day, reached the mission area at 10:50 and went on duty at 13:30, executing such tasks as patrol, setting checkpoints, examination and arrest. It took only 17 hours from receiving the order to reaching the northwest tip located five thousand kilometers away from the southeast tip. Upon arrival in Xinjiang, the local officials paid high attention to the Shenzhen special police detachment. On the morning of 13 July, Zhou Yongkang, Wang Yuequan, Meng Jianzhu and other high-ranking officials interviewed detachment head Lu Zhiwen; officials of the Ministry of Public Security and Urumqi government visited the garrison station of Shenzhen’s Xinjiang-aiding special policemen. Director Li Ming made several calls to the detachment and paid a personal visit to Xinjiang on 23 July, accompanied by Executive Deputy Director Wang Jianping, Deputy Director Yu Xinguo, CPC Committee Member and Political Department Head Wang Yijun, and CPC Committee Member, Headquarters Commander Ren Jiguang and other department officials of Shenzhen Public Security Bureau. Director Li Ming gave important directions to the Xinjiang-aiding special policemen in relation to team management, moral education, duty performance, etc., which greatly inspired the morale of the detachment.
Ⅱ. Sacrifice family for the state to earnestly practice the core values of Shenzhen policemen. Despite the urgency and high degree of danger of the task of maintaining stability in Xinjiang, the special policemen actively and resolutely applied for participation after receipt of order. Some policemen left their parents suffering from heavy diseases, some left their parturient wives, and some proactively applied for task execution regardless of their chronic diseases. Upon arrival in the task area, leaders at various levels unified the thought, carefully distributed the work, took the lead in action, and insisted on commanding at the frontline, guaranteeing the effective implementation of various works. The policemen has been setting the overall interests above everything else, and tried best to overcome acclimation difficulties, complicated situations of the garrison district, poor living conditions, etc., and executed the task wholeheartedly. Every day the policemen worked for 16 hours averagely. With over 10 kilograms of equipments, they usually patrolled for decades of miles, and should be well prepared for various complicated situations happening during the task execution, therefore they were often under high pressure. Even under this situation, all the policemen were always in good moral, high spirits, strict in discipline, and in neat formation. They kept patrolling, checking and arresting around the clock, fulfilling the duty faithfully and uncomplainingly, and implementing the core values of loyalty, integrity, service and dedication of Shenzhen policemen practically. During the task execution, the special policemen worked as “combat team”, “work team”, as well as “propaganda team”, and often interviewed the masses and social groups in the garrison district to publicize the national policy of party, settle the disputes, resolve the contradictions, removed the misunderstandings, making positive contributions to the national unity, social stability of Xinjiang, and winning the support of the masses in the garrison district. From the second day after the arrival in task area, the local masses from various ethnic groups often went to hospital proactively to see the sick policemen with fruits, drinking water and foods. They said excitedly, “We are at ease with you!”
III. Emphasize both on task execution and drill, and improve the capability of maintaining stability and handling contingencies in actual combat. Comparing with special policemen’s earthquake relief in Sichuan and security work for Beijing Olympic Games in 2008, this trans-regional task execution has great changes whether in target groups, task, or execution area. Therefore, the special police detachment earnestly implemented the directions of Director Li Ming, took Xinjiang-aiding maintaining stability as a precious opportunity for drill and learning, summed up experience conscientiously in task execution, and enhanced the study on the implementation of carrying out control, arrestment after urban blocks or alleys encounter violent contingencies. While performing well in the daily work of maintaining stability, they also enhanced the analysis and study on the movements of enemies, and launched drill under combat conditions in accordance with the time and the place and combining with the situation, task and actual conditions of the garrison district. As they should work in relays around the clock, and have no time to spare from the day for drill, and the contingency comes out one after another, from 13 July, they launched the training on the inspection of targeted people and vehicles, and on the procedure and method of handing over arms and equipments in the evening with few people, vehicles and relative stable public order, and stopped or reduced the training on running regular formation, guard and protection, dealing with violent attack, etc., improving the special policemen’s awareness of the enemy’s situation, tactics, protection and guard, and the ability of executing emergent, arduous, dangerous and important task under complicated situation. Since the task execution in Xinjiang, none of Shenzhen special policemen was hurt in dealing with various contingencies and executing other tasks.
IV. Various departments work closely to enhance the supporting measures. Leaders at various levels attached high importance to the support work for Xinjiang-aiding special policemen, and tried every means to provide good executing and living conditions for the participating policemen, so as to dispel their worries. At the beginning of hurry to Xinjiang, Director Li Ming emphasized, “Departments concerned should work closely to provide practical, considerate and adequate logistical support. Our policemen may suffer from pains, tiredness, or even bleeding, but we should never neglect the logistical support, not to mention let them feel aggrieved.” Leaders of Logistic Support Department and Scientific Communications Department of Shenzhen Public Security Bureau together with respective backbone staff accompanied the detachment to ensure the support, and adopted special methods to deal with special problems related to equipments, fund, and communications, so as to provide adequate support at the first time. Meanwhile, the Xinjiang-aiding special policemen, basing on self-support, proactively overcame difficulties, and tried their best to avoid bringing trouble to the party and government. Supported by Logistic Support Department, the detachment rented four transport vehicles, equipped every policeman with protective equipments, nonlethal weapons and defensive equipments, and purchased various living materials according to actual needs, effectively resolving the inadequacy of transport vehicles and the support of living materials. To remove the difficulties of commanding communications, the Scientific Communications Department transported one relay station, three fixed stations and two vehicle mounted stations, and additionally assigned two staff members of communication support. In addition, at the very beginning the Propaganda Department assigned a staff member to participate the whole process of Xinjiang-aiding maintaining stability to collect propaganda materials. At the same time, shortly after the arrival in Xinjiang, the special police detachment formulated a series of regulations like Temporary Provisions of Management on Xinjiang-aiding Special Police Detachment of Shenzhen, Regulations of Duty Performance of Xinjiang-aiding Special Police Detachment of Shenzhen, Management Regulations on Use of Arms and Equipments of Xinjiang-aiding Special Police Detachment of Shenzhen, and Management Regulations on Use of Vehicles of Xinjiang-aiding Special Police Detachment of Shenzhen, forming comprehensive and standardized system on the daily management on the detachment, management and use of arms, equipments, and vehicles, and patrolling and duty performance; and organized representatives of family members of special policemen to have discussion, and extended regards to their family members, laying a solid organizational guarantee for Xinjiang-aiding special policemen’s wholehearted maintaining stability and duty performance.
